The DEVAST Project
DEVAST – standing for ‘Disaster EVAcuation and RiSk PercepTion in Democracies’ – is a 18-month research project investigating the chain of impacts that was induced by the Great Tohoku Earthquake that occurred on 11 March 2011 and the ensuing Fukushima disaster.
Jointly sponsored by the French Research Agency (ANR) and the Japanese Science and Technology Agency (JST), it is one of the first research projects documenting what already appears to be one of the most important disasters of the 21st century. It associates research teams at the Tokyo Institute for Technology (TITech), Waseda University (Tokyo) and IDDRI – Sciences Po.
DEVAST aims to look at the chain of impacts that was triggered by the earthquake throughout the Japanese society, from the immediate disaster response to the long-­term perception of risk. A key innovative component of this project is that it seeks not only to understand the immediate response to the disaster, but also its long-lasting impact in the Japanese society and abroad. The project is organised around two overarching themes that represent key milestones in the chain of impacts: an analysis of the disaster response, focusing in particular on the management of the evacuation, and the evolution of the perception of risks. Each of these themes constitutes a core task of the project. A third task will then bring together these two themes in a comparative perspective, seeking to analyse
how democracies deal with disasters.


Position advertised
IDDRI is seeking an outstanding candidate for a position of Research Fellow within the context of the DEVAST project. The successful candidate will be responsible for:
• Conducting field interviews with populations displaced by the Tohoku Earthquake and the Fukushima disaster.
• Conducting interviews with policy-­‐‑makers in Japan and France, both in the public and private sectors.
• Analysing these interviews, in cooperation with the research teams.
• Collecting empirical evidence on the conditions of the evacuation of populations.
• In general, supporting the project’s endeavours, liaising with the research teams and disseminating the project’s initial results.
The successful candidate will be in charge of conducting fieldwork in Japan, and will work in close cooperation with the project’s research teams, under the direct supervision of the Principal Investigators (PI), Prof. Norichika Kanie at TITech and Dr François Gemenne at IDDRI. The frequency and duration of the candidate’s missions to Japan are flexible.


Requirements
The successful candidate must:
• Hold at least a Master’s Degree (PhD preferred) in social sciences (sociology, anthropology, political science, human geography);
• Have a prior experience in field research, including household surveys, focus groups, and semi-­‐‑structured interviews;
• Have excellent communication skills, both written and verbal;
• Have an extensive and in-­‐‑depth knowledge of the Japanese society and culture;
• Be able to work independently and as part of a team, sometimes in challenging conditions;
• Be fluent in Japanese (native speakers preferred) and English – a working knowledge of French is an asset;
• Be willing to travel extensively throughout Japan, as well as between Japan and France;
• Be enthusiastic about fieldwork, and committed to the advancement of the project.


Location and type of contract
The position is a one-year (12 months) contract, and will be based at IDDRI in the heart of Paris (Saint-­Germain-des-Prés area). The position should be filled as soon as possible, and no later than January 1st, 2012. The salary will be commensurate with the candidate’s experience and qualifications, according to IDDRI’s rules and regulations. IDDRI is an equal opportunity employer.
